National Youth Parliament

by Erdal Bayraktar 20.11.2009
The %18 of Turkey is formed of young people aged between the ages of 15 – 26. Even so, the youth not having any say in the preparation and application of youth politics; having to stay away from the planning, decision and application processes, and the young people not being organized and not having any cultural interaction are primary problems for a group this large. This is preventing the youth from being “equal partners” with institutions (primarily with the government},
and causing severe problems regarding the implementation of youth related politics.

Turkey underlines the participations and improves women and the youth to create mechanisms that is about women’s and youth’s participation as the equal partners with many treaties that has signed. In 1992, Turkey promised to implement United Nations’ Earth Summit’s output is Agenda 21 Program in Rio de Janeiro and began to work in this direction with IULA-EMME- International Local Government Association, Eastern Mediterranean and Middle East Region Organization. Youth Association for Habitat's youth organizations continue to make the program easy.
As part of the Local Agenda 21, there are youth parliaments established for youth’s participation and they constituted a network in 2001 then the National Youth Parliament in 2003. Youth parliaments continue with more power and loudly common voices with their work.
With the youth parliaments in local places and NYP, youth has reached the power to work in accordance with the necessity of being equal and partner with getting together with public sector, private sector and civil society and also to show themselves actively off in the national and international areas. All of these work settled in the municipal laws of Turkey in 2006 with the City Council Youth Parliaments.
The polling age in Turkey was the elder polling age in European until 2006. Youth can have the right to select in 18 years old but must be wait to be selected until the age of 30. At this point National Youth Parliament started a campaign and with the support of all the youth in Turkey, decrease the selection age from 30 to 25.
As a result of these work the local selection in 2009 oriented campaign has started with the “A youth to Every Parliament” slogan. Campaign has been supported by the every party in Turkey and every party gave place to the candidates who are between the ages of 25-30.
Youth Assembles conduct several informatic projects and employment of young people increases thanks to this in partnership with National Youth Parliament. Projects take place in the field of sexual and reproductive health and gender issues, especially young people are informed. Young people get into community life by joining and economic advantage with the European Youth Card.

Except all these things youth are free to make whatever they want as an activity in youth assembles. This provides them to act within the needs of their local acurately. The actions in locals make youth to approve intimately especially the European Union Action Projects and European Culture.
The property which gives the power to be dynamic to National Youth Parliament in Turkey can be explained with continuous campaigns and fire of youth. All these activities can absolutely be fulfilled with youth's needs as they are planned by and planned with youth. With the recent campaign "I want to learn" informed such as sexual and reproductive health, are trying to be included in Turkey's education syllabus, on this direction; youth all over Turkey are showing action.
Youth Assembles as the most powerful chance for the participation of youth to the decision making mechanism, make youth a “partner” for politics which are more democratic and more open to participation.
